As a admin, I would like to control what my staffers can do with blogs, articles etc?

How can I give permission to staffers to write, yet, not publish. Can I restrict them from publishing but not from writting?

Official response from

Under the "functional" security model, interns can create, but not publish, pages. You can see permission roles under People > More > Point people.
