I have been told that I can't add any new fields for my data; however, I need to be able to store a business's license number (sometimes multiple licenses). This number is used to search for members because the main contact frequently changes, but the license generally stays in one place.

While it is correct that you are not able to add any new fields to the database, this would be the perfect use for the 'External ID' data field. External ID is included as an open ID field, letting you use it for whatever internal or external ID numbers you want that aren't caught by any of the other ID fields. This will let you search for these numbers, and allow the system to automatically dedupe records based upon the business license number.
